Two rights arise when animals are harmed. The first is the right of the owner of the animal. The second is the right of Allah, who created the animal. The owner's right can be paid in some way or it can be said that it is an ownerless animal, but it is not permissible to kill an animal that is absolutely harmless and does not aim to kill in order to be used in a halal way. Since human life and health is more important than animal life and health, animals that harm people can be killed. However, the harm in this regard should not be a possible harm or a product of fear. For example, a dog cannot be killed by saying "it will definitely bite". There is such a license for a dog that is certain to bite and whose bite cannot be prevented. Anyone who kills an animal outside of these rules must repent.
