Is it correct to say, “InshaAllah s/he will not enter the heaven." for a bad person?

There are people around us who are so troubled that their evil cannot be described. We can call them cruel, wicked or perverted. While we were together with friends, someone said, "May Allah give them troubles, INSHAALLAH THEY CANNOT ENTER THE HEAVEN". Another friend of ours also said: It is a sin to use such words to prevent a person from being forgiven. What is the truth of this thing?

Expressions such as:

"May Allah have not mercy on him/her.",

"May Allah not forgive him/her",

"May Allah not put him/her in Heaven" are not permissible for a Muslim person because they contain a lack of good manners towards Allah. These words are fundamentally wrong, since no one knows about the ghayb, that is, what Allah will do with that person in the future. On the other hand, such an expression includes smugness, ignorance and arrogance. For this reason, it cannot be said that "Allah will not forgive him/her or put him/her in Heaven", referring to a certain person. This saying can only be said for someone who is so sure that it is so. If a person is a believer, whatever his situation may be, in the hereafter it is up to Allah's will. For this reason, it is necessary not to use such words and not to give consent where they are used.
