Can a newborn baby's eyes be tinged with kohl (surma)?

I've witnessed some people applying surma (kohl) on newborn babies' eyes as permanently. Would I look like them if I apply surma on my baby's eyes too? I've heard that surma is the sunnah of the Prophet, what do you think about that?
